The process:
The proposed Hownsgill Energy Centre must gain both planning permission and an environmental permit in order to operate, with the planning permission determining whether the development is an acceptable use of the land and a permit determining if an operation can be managed on an ongoing basis to ensure strict compliance with regulatory requirements and standards.
The Local Planning Authority is responsible for determining planning applications and the Environment Agency is a statutory consultee in this process. The Environment Agency is therefore able to object or not object to such proposed developments, and is responsible for determining any permit application. This latter process is separate from the planning process and further assesses any environmental risks and impacts of the proposed scheme.
The Environment Agency’s permit application assessment process also involves a separate public consultation which would follow an application for a permit being made. If the Environment Agency grants a permit, it will then monitor compliance and enforce conditions as and when necessary.
Hownsgill Energy Centre is currently being consulted upon as part of the planning process, and a separate permit application will be applied for following the granting of planning permission.
